Who Is Eligible to File a VCF Claim?

To qualify for a VCF award, you generally need to meet three core requirements:

  • First, you must have been present at the World Trade Center site, the Pentagon, Shanksville, or a related exposure zone during the applicable time frame defined by the VCF for that location.
  • Second, you must have a physical health condition certified by the World Trade Center (WTC) Health Program, or in limited cases, verified through the private physician process.
  • Third, you must resolve any 9/11-related lawsuits before your claim can proceed.

Personal representatives may also file on behalf of a deceased victim, as long as they have the legal authority to do so. This authority typically comes from a court appointment.

Key Deadlines for Registering and Filing a VCF Claim

There are two components of the VCF process: registration and filing. Registering with the VCF preserves your right to file a claim if your situation changes in the future, even if you are not currently ready to file a claim. The deadline to register is two years from the date that you learned that your condition is 9/11-related.

Filing an actual VCF claim must happen by October 1, 2090. The VCF recommends filing only after your condition has been certified and the scope of your losses is clear.

  • Eligibility decision, where the VCF approves or denies your claim and explains the outcome in writing
  • Initial compensation review, where the VCF identifies the types of loss you’re claiming and requests supporting records if needed
  • Compensation calculation, where the VCF determines your non-economic loss and, if applicable, your economic loss
  • Award decision and payment, where the VCF issues your award letter and processes payment
