Psychological Effects of the 9/11 Attacks

The September 11 attacks left deep psychological scars on hundreds of thousands of people, from the survivors who evacuated the towers to the responders who were first on the ground. Decades later, these individuals continue to experience the effects. If you were affected by the 9/11 attacks, you may be eligible for mental health treatment and counseling through the World Trade Center (WTC) Health Program. Our 9/11 Victim Compensation Fund attorney is prepared to assist with your claim.

The Most Common Mental Health Conditions Linked to 9/11

The 9/11 attacks exposed people to an extraordinary combination of psychological stressors: direct threats to life, the deaths of colleagues and loved ones, and prolonged rescue and recovery work amid human remains. Sustained exposure to these stressors can contribute to lasting mental health conditions:

  • Post-Traumatic Stress Disorder: PTSD is a condition that develops after a person experiences or witnesses a life-threatening event, leaving the brain in a heightened state of alarm. Research has found that 15% of people who evacuated the towers experienced probable PTSD.
  • Depression: This mood disorder is marked by persistent sadness, loss of interest in daily life, and a sense of hopelessness that interferes with functioning.
  • Anxiety: This condition is characterized by excessive worry, restlessness, and physical symptoms such as a racing heart or shortness of breath.
  • Substance Use Disorders: This refers to a pattern of excessive, unhealthy alcohol or drug use, often used to cope with trauma. Many people turned to substances to manage intrusive memories and sleep difficulties in the years following the attacks.

Does the VCF Compensate for Psychological Conditions?

The September 11th Victim Compensation Fund (VCF) awards compensation for 9/11-related physical health conditions, such as cancer, respiratory injuries, and severe burns. Unfortunately, standalone mental health conditions are not compensable through the fund.

The WTC Health Program, on the other hand, certifies and treats mental health conditions at no cost to eligible members. You can receive comprehensive mental health care through the WTC Health Program even if you remain ineligible for a VCF award based solely on that diagnosis.

However, if you also have a certified physical condition, you are eligible to file a VCF claim and recover compensation for the impact the attacks had on you. Non-economic damages, such as the pain and suffering you endured as a result of the physical condition, are included in that award. This means the emotional toll of living with a certified 9/11-related illness can factor into the value of your claim.
